First/ Requirements for Adding Kiosks and ATMs Within Existing/New Commercial Projects


  • The length of the plot on the commercial street must not be less than 60 m in the event of a request for a kiosk or a mobile ATM, and in the event of requesting to set up a kiosk and an ATM together, the length of the plot on the commercial street must not be less than 100 m.
  • Building setback on the side of the commercial street must not be less than 20 m.
  • The ATM or the kiosk must not affect the parking spaces required for the building and the movement of cars within the project.
  • The entry and exit of the kiosk or the ATM should be within the main entrance and exit of the project, and in the event that the length of the land on the commercial street is 100 m or more, it is allowed to have an additional entrance and exit.
  • The setback of the kiosk or the ATM on the main street must be not less than 6 m, or one-fifth of the width of the sub-street, with a minimum setback of 3 m.
  • In the event that the building is located on two or more commercial streets, the entry must be through the entrance to the project, and if another entrance condition applies, it must be located (35 m) away from the intersection.
  • Kiosks and mobile ATMs are dealt with within gas stations according to the new gas stations regulation issued by Ministerial Circular No. (4100130682) dated 11/4/1441 AH.
  • The area of a kiosk with a toilet must not exceed 24 m2.
  • The height of the kiosk must not exceed more than one floor.
  • A toilet must be provided within the kiosk building, provided that it has a separate entrance from the outside.
  • Submitting a proposed plan for the site to be licensed to the General Administration of Building Permits for study.

Second/ Requirements for Adding Kiosks and ATMs Within the Vacant Lands:


  • Setback of the kiosk or the ATM on the main street must not be less than 6 m, one-fifth of the width of the sub-street with a minimum of 3 m, or according to the building code approved in the region.
  • The length of the plot on the commercial street must not be less than 20 m, with an area of not less than 600 m2.
  • A request waiting area must be provided to fit least two cars inside the site.
  • In the event that the site is on two or more commercial streets, the entrance and exit of the ATM or the kiosk must be at a distance of (35 m) from the intersection.
  • The area of a kiosk with a toilet must not exceed 24 m 2.
  • The height of the kiosk must not exceed more than one floor.
  • A toilet must be provided within the kiosk building, provided that it has a separate entrance from the outside.
  • An undertaking from the property owner or the lessee of the ATM or kiosk must be attached in the event of adding buildings, which provides compliance with the requirements of establishing an ATM or kiosk within the commercial buildings, and they must be removed in the event of breach.

  • The project owner shall be obligated to implement the infrastructure for the entire project land and to coordinate with the public services agencies to deliver services to his project and implement the services of the entire project buildings.
  • The project owner shall be obligated to submit all planning studies for the site and to submit a study of the urban design of the project elements before the initial approval of the project.
